4. Application for registration of frozen fish import procedures
Organizations and individuals (referred to as goods owners) when importing animal products included in the List of aquatic animal products subject to quarantine must submit a quarantine registration dossier at the border gate quarantine unit under the Department of Health. Regional Veterinary Office VI.
- Quarantine declaration form (Form No. 03TS, Appendix V of Circular 26/2016TT-BNNPTNT, June 30, 2016);
- Health Certificate of the exporting country (Health Certificate)
- Document of approval for import quarantine from the Department of Animal Health (if any).
- Commercial Contract (Sales Contract)/ Invoice / Packing list / Bill of Lading
- Note: License from CITES agency, if the product is related to CITES goods.
- Within 05 working days from the date of receipt of valid documents, the Quarantine Unit confirms the quarantine declaration form for the goods owner to complete procedures with the Customs Authority.
In case the dossier is invalid, KDĐV is assigned to guide the goods owner to complete the dossier.
Article 13: Quarantine of animals and aquatic animal products imported for domestic consumption (Refer to Article 13/ Circular 26/2016TT-BNNPTNT, June 30, 2016)
1. Register for quarantine
a) The goods owner sends 01 set of quarantine registration documents as prescribed in Clause 2, Article 4 of this Circular to the Department of Animal Health. How to send documents: Send by post, email, fax, then send original documents or send directly;
b) The Department of Animal Health sends the written approval for quarantine via email to the goods owner and the border animal quarantine agency.
2. Quarantine declaration
a) After the Department of Animal Health has written approval, the goods owner sends 01 set of quarantine declaration documents as prescribed in Clause 6, Article 4 of this Circular to the border animal quarantine agency before the goods arrive at the door. import;
b) The border animal quarantine agency, after receiving a valid dossier, notifies the goods owner of the time and location of the quarantine. If the dossier is not valid, it instructs the goods owner to complete it according to regulations.
3. Prepare places for quarantine and quarantine of imported aquatic animals
a) The goods owner is responsible for arranging quarantine locations;
b) The quarantine isolation place is arranged at a location that ensures veterinary hygiene requirements, and is inspected and supervised by the animal quarantine agency at the border gate during the quarantine quarantine period. In case aquatic animals are raised in cages or rafts at sea, they must be raised in isolation in cages and rafts separate from the aquaculture area; If aquatic animals are raised at facilities on land, they must be raised in isolation in separate tanks or ponds.
c) The animal quarantine agency at the border gate is responsible for checking veterinary hygiene conditions to ensure conditions for quarantine isolation and notifying the inspection results to the goods owner and the Department of Animal Health via email or fax. , then send the original.
4. Quarantine content
a) The border animal quarantine agency shall comply with the provisions of Article 47 of the Veterinary Law;
b) For aquatic animals used as breeds: Take samples to test for diseases according to regulations in Appendix IV issued with this Circular;
c) For commercial aquatic animals: Take samples to monitor toxic residues according to regulations in Appendix IV issued with this Circular; Only take samples to test for aquatic diseases if aquatic animals are detected with signs of diseases specified in Appendix III issued with this Circular;
d) Quarantine quarantine period: No more than 10 days for aquatic animals for breeding, no more than 03 days for commercial aquatic animals from the date of quarantine isolation; In case it takes longer than the above mentioned time, the animal quarantine agency at the border gate shall notify the goods owner in writing and clearly state the reason;
d) For aquatic animal products: Take samples for testing according to the regulations in Appendix IV issued with this Circular.
5. Issuance of Quarantine Certificate
a) Within 05 working days from the start of quarantine, the animal quarantine agency at the border gate shall issue an import quarantine certificate for aquatic products that meet the requirements, and notify the goods owner and the animal quarantine agency. animal quarantine authorities at the destination and let the goods owner complete customs procedures; In case it lasts more than 05 working days, the animal quarantine agency at the border gate shall notify the goods owner in writing and clearly state the reason;
b) Immediately after the end of the quarantine quarantine period, the animal quarantine agency at the border gate shall issue an import quarantine certificate for healthy animals with satisfactory disease tests according to regulations. Notify the animal quarantine agency of the destination and let the goods owner complete customs procedures;
c) Notify the animal quarantine agency at the destination via email or fax with information including: Quarantine Certificate number, date of issue, quantity of goods immediately after issuance of the Quarantine Certificate.
6. Notice of violation: In case the shipment is discovered to violate the inspected criteria, the Department of Animal Health shall notify in writing the competent authority of the exporting country to investigate the cause, request corrective action and report the results. . The goods owner is responsible for handling the violating shipment according to the instructions of the border animal quarantine agency.
