The Vietnam Register (DKVN) has just issued a written report to the Minister of Transport on the implementation of the conclusions at the Ministry briefing in December 2022: “Assign the Vietnam Register to study and amend the initial inspection procedures for new, unused, manufactured, assembled, imported cars, inspected within one year from the year of vehicle manufacture in accordance with the direction Only prepare vehicle records, enter and record vehicle information in the registration database and issue inspection certificates and inspection stamps to vehicles to participate in traffic according to the provisions of the Traffic Law. road 2008; do not charge fees for inspection services.

Regarding this issue, the Vietnam Register said that immediately after receiving a request from the Traffic Police Department to consider exempting the first technical safety inspection for valid road vehicles. manufacturer's warranty, the Vietnam Register has established a working group to study the above content. Along with that, based on the direction of the Minister of Transport at the Ministry's briefing in December 2022, after summarizing Combining research results from actual data, the Vietnam Register's working group has urgently assessed the effects, impacts and tasks that need to be performed.

Through the results of research, synthesis and evaluation over a period of 6 months (from June to November 2022) based on the number of newly manufactured, assembled and imported vehicles that have been certified in Vietnam, The number of types and the response capacity of registration units across the country shows that the failure rate of vehicles requiring maintenance and repair for re-inspection for this group of vehicles is very low. (from 0.17-0.31%).

Regarding the study of regulations, warranty period and storage and storage time before the product reaches consumers, the Vietnam Registry Department proposes to apply it to vehicles undergoing inspection within 1 year from the date of receipt. year of manufacture. Because long-term storage and storage will cause damage, wear and tear, and reduce technical characteristics of many car parts such as plastic, rubber, lubricating oil, electronic components, etc. Therefore, if left in inventory for too long from production to consumers, the vehicle no longer meets technical specifications and needs to be inspected and tested before entering traffic to ensure Safe for users, traffic participants and environmental protection.

Regarding the requirement to ensure a database and control plans for fraudulent vehicles, smuggled vehicles, and vehicles that arbitrarily change their technical specifications before being put into traffic, the Vietnam Register is building software for interoperability. , directly connect the database from production, assembly, import to inspection and circulation.

To ensure there is sufficient data to serve state management, support patrol forces to control and share traffic management activities, and non-stop toll collection, the Vietnam Register proposes a plan to only exempt from inspection. Technical inspection and environmental protection for vehicles, but vehicle documentation still needs to be done. During the process of preparing vehicle records, the registration unit will perform identification checks and compare the vehicle's identification specifications with the production, assembly and import database to perform good management work. government.

From the reasons mentioned above, the Vietnam Register of Vehicles commented: Choosing the option to apply the exemption from performing the first technical safety and environmental protection inspection (after registering the license plate for the first time) for manufactured vehicles Exporting, assembling, importing new, unused, within 1 year from the year of manufacture, without charging inspection service fees, is appropriate, ensuring technical safety and environmental protection of motor vehicles. participating in traffic, ensuring the rights of imported motor vehicles, appropriate maintenance cycles, and ensuring that the majority of motor vehicles at the time of inspection are still within the manufacturer's warranty period, Importers.

How do people, drivers, and car owners benefit?

With the goal of "taking people as the center" and creating more favorable conditions for motor vehicle inspection activities, this plan is considered completely feasible.

Specifically, with the proposed plan, motor vehicles are exempted from performing the first technical safety and environmental protection inspection, but it is necessary to prepare vehicle documents for issuance of inspection certificates, inspection stamps, and inspection stamps. At the same time, the Vietnam Register of Manufacturers implemented data connection from production, assembly and import to circulation. However, when implementing the exemption from technical safety and environmental protection inspection for the first time, it means increasing the responsibility of importing manufacturers and assemblers. Specifically, because there is no need to check technical safety and environmental protection, there may be a situation where a motor vehicle will be arbitrarily changed after reaching the hands of the people, leading to changes in the vehicle compared to its design. manufacturer's design before going to the registry to document the vehicle that cannot be detected in time. Therefore, ensuring technical safety and environmental protection of motor vehicles is the main responsibility of vehicle manufacturers, importers, vehicle owners, and drivers.

For insurance businesses, it is necessary to coordinate with manufacturers and car owners to determine responsibility when insurance and compensation problems occur.

Regarding the legal corridor, to exempt the first technical safety inspection, it is necessary to supplement and amend Circular No. 16/2021/TT-BGTVT dated August 12, 2021 of the Ministry of Transport regulating on inspection of technical safety and environmental protection of road motor vehicles (Circular 16).

It is known that the Vietnam Register has registered in the 2023 legal document development program of the Ministry of Transport and is taking steps to develop a draft to supplement and amend Circular 16 in December 2022.

 Expected steps to be taken at the motor vehicle registration unit

According to the draft amendment and supplement to Circular 16 being drafted by the Vietnam Register, new cars registering license plates for the first time will go through the following steps:

Step 1: The vehicle owner takes the vehicle to the registration unit

Step 2: The registration unit will base on the chassis number, engine number, vehicle registration, certificate of technical safety and environmental protection quality of imported motor vehicles or a copy of the factory quality inspection sheet of the imported motor vehicle. vehicle to look up vehicle technical data from the live database. The registration unit downloads the data and records it in the inspection database. Downloaded data is to the original media specifications and cannot be modified.

Step 3: The registration unit enters administrative information, takes actual photos of the vehicle, only checks vehicle identification and prepares Vehicle Records for the vehicle, prints the inspection certificate (with QR code) , inspection stamps, road use toll stamps. Failure to check the technical safety and environmental protection of the vehicle on equipment at the registration unit and not collecting inspection service fees.

Step 4: The vehicle owner pays the certification fee and road use fee as prescribed by the vehicle.

Step 5: The registration unit puts inspection stamps and road use toll stamps on the vehicle and issues an inspection certificate to the vehicle owner or issues an appointment to issue an inspection certificate for new vehicles that have only been issued a license.
