Procedures for Vietnamese ships operating on domestic routes to seaports

According to the provisions of Article 7 of Circular 54/2015/TT-BGTVT on regulations on electronic procedures for Vietnamese ships operating on domestic routes entering and leaving Vietnamese seaports issued by the Minister of Transport, This content is specified as follows:

1. Notice of ship arrival at port

a) At least 08 hours before the ship is expected to arrive at the seaport, the person carrying out the procedures must declare and send the Notice of Ship Arrival to the Port on the National Single Window Information Portal according to Form No. 01 of the Appendix issued with the Circular. This.

b) In case a ship moves between Vietnamese seaports or maritime areas not exceeding 20 nautical miles, at least 02 hours before the ship is expected to arrive at the seaport, the person carrying out the declaration procedures and sending the Ship Notice arrive at the port on the National Single Window Information Portal according to Form No. 01 of the Appendix issued with this Circular.

2. Confirm the ship's arrival at the port

At least 02 hours before the ship arrives at the pilot pick-up and drop-off area, the person carrying out the procedures must notify the Port Authority of the exact time the ship arrives at the port by VHF, telephone or other appropriate communication methods. .

No later than 02 hours from the date of receiving notification that the ship has arrived at the pilot pick-up and return location, the Port Authority shall issue an electronic Dispatch Order on the National Single Window Portal according to Form No. 02 of this Circular. In case of disapproval, you must reply and clearly state the reason.

3. Electronic declaration procedures

No later than 02 hours from the time the ship has anchored at the wharf or 04 hours since the ship has anchored at other locations in the port waters, the person carrying out the declaration and sending the electronic dossier on the National Single Window Information Portal. Electronic records include:

a) 01 general declaration according to Form No. 03 of the Appendix issued with this Circular;

b) 01 List of crew members according to Form No. 04 of the Appendix issued with this Circular;

c) 01 List of passengers (if any) according to Form No. 05 of the Appendix issued with this Circular.

4. Maritime port authorities receive and process electronic documents on the National Single Window Information Portal. In case there is no data on the electronic database of ships, boats or crew members, the Port Authority shall notify the person carrying out the procedures to submit and present it at the head office or representative office of the Port Authority. Original copies of the following documents:

a) Documents to be submitted: Final port departure permit;

b) Documents to be presented: Ship registration certificate; Certificates of technical safety of ships according to regulations; number of crew members; Professional certificate of seafarers.

5. Time limit for handling procedures: No later than 01 hour from the time the person completing the procedure completes the declaration, submission and presentation of all required documents, the Port Authority will check and compare. information about the ship and crew members to send confirmation of procedure completion to the check-in person on the national one-stop information portal.
