Procedures for Vietnamese ships operating on domestic routes to leave seaports

Procedures for ships operating inland routes to leave seaports are specified in Article 96 of Decree 58/2017/ND-CP guiding the Vietnam Maritime Code on the management of maritime activities (effective from January 1, 2017). July 2017) as follows:

1. The person carrying out the procedures to notify and confirm the ship's departure from the seaport shall comply with the provisions of Article 87 and Article 88 of this Decree.

2. Based on the notification and confirmation of the ship leaving the port, at least 02 hours before the ship leaves the port, the person carrying out the procedures shall submit and present the ship's papers and documents, as follows:

a) Documents to be submitted (original), 01 copy of each type, including (document samples are specified in the Appendix issued with this Decree):

– Submit to the Maritime Port Authority: General declaration according to Form No. 42, List of crew (if there is a change of crew) according to Form No. 47, List of passengers (if there is a change of passengers) according to Form No. 48;

– Submit to the Border Guard: List of crew members (if there is a change of crew) according to Form No. 47, List of passengers (if there is a change of passengers) according to Form No. 48.

b) Documents that must be presented to the Port Authority (original), including: Ship's certificates and crew's professional certificates (if changed since arrival), documents related to Confirm the payment of fees, charges, fines or payment of debts according to the provisions of law.

3. No later than 01 hour after the person completing the procedures has submitted and presented all documents as prescribed in Clause 2 of this Article, specialized state management agencies shall carry out the procedures and immediately notify the Port. The Maritime Administration knows the results and the Maritime Administration issues a Port Leaving Permit to the ship according to Form No. 58 specified in the Appendix issued with this Decree; In case the procedure has not been completed, it must be notified and clearly state the reason and solution.

4. In case a ship has been granted a Port Leaving Permit but still stays at the port for more than 24 hours from the time the ship is allowed to leave the port, that ship must redo the port departure procedures as prescribed in this Article.
