The order of execution | Step 1: The customs declarant presents the ATA carnet and submits the documents in the customs dossier to the customs authority.
Step 2: Customs officers receive and check customs documents submitted and presented by customs declarants; In case the result of the dossier examination is not consistent, the customs declarant shall be required to provide additional information and documents. Within 05 working days from the date of request by the customs authority, if the customs declarant fails to provide or provide additional information and documents or the additional information and documents are inconsistent, the customs declarant shall be refused to carry out re-export customs procedures according to regulations. At the same time, the customs declarant shall be instructed to carry out procedures on paper customs declarations for re-exported goods according to the provisions of law and update the information of the re-export declaration into the Customs Electronic Data Processing System. If the results of the document check are suitable, then carry out a physical inspection of the goods based on the application of risk management. In case of having to physically inspect the goods, if the physical inspection results are consistent with the records, then perform Step 3. If the physical inspection results are inconsistent with the records, then refuse to carry out re-export customs procedures according to regulations, and at the same time guide the customs declarant to carry out procedures on the paper customs declaration for re-exported goods according to the provisions of law and update the information of the re-export declaration into the Electronic Customs Data Processing System. Step 3: Customs officers shall record and confirm the information on the ATA carnet according to the provisions in Appendix II issued with Decree No. 64/2020/ND-CP ; Step 4: Customs officers update ATA carnet information into the Customs Electronic Data Processing System. In case there is no Customs Electronic Data Processing System, the customs authority shall keep a copy of the ATA carnet cover and the white stub (Couter foil), and at the same time, a copy of the white re-exportation voucher (Re-exportation Voucher) for the Customs Sub-department where the temporary import procedures are carried out (in case the re-export procedures are carried out at a different Customs Sub-department than the temporary import Customs Sub-department); Step 5: Customs officer returns the ATA carnet to the customs declarant and keeps the white re-exportation voucher (Re-exportation Voucher) without the stub; |
