Article 57 of Decree 08/2021/ND-CP has regulations on electronic procedures for Vietnamese and Cambodian inland waterway vehicles exiting and leaving Vietnamese inland waterway ports as follows:
– At least 02 hours, before the vehicle leaves the inland waterway port, the person completing the procedures must declare the following documents electronically through the National Single Window Information Portal.
+ Notify the vehicle leaving the inland waterway port according to Form No. 48 in the Appendix issued with this Decree;
+ List of crew members and vehicle drivers with full titles;
+ Passenger list (for passenger vehicles);
+ Cargo declaration, transportation contract or warehouse invoice or shipping document (for vehicles waiting for goods).
– Documents must be presented
+ Documents presented to the Port Authority: Documents related to goods transported on the vehicle; documents confirming payment of fees and charges prescribed by law, except in the case of electronic payment; Certificate of professional ability, professional certificate of crew members and vehicle drivers; documents related to changes compared to documents when completing procedures for vehicles entering inland waterway ports;
+ Documents presented to the Customs Authority: Documents related to goods transported on the vehicle;
+ Documents presented to the Border Guard at the border gate: Passport and valid international travel documents of crew members and passengers (if any);
+ Documents presented to the plant quarantine agency: Plant quarantine certificate (for goods subject to plant quarantine);
+ Documents presented to the animal quarantine agency: Animal quarantine certificate of the exporting country (for goods subject to animal quarantine);
+ Documents presented to the health quarantine agency: International vaccination certificate of crew members, vehicle drivers, passengers (in case of departing from or passing through an epidemic area or suspected of having the disease or infectious agents).
– Check certificates of vehicles and crew members.
+ The port authority checks declared information and looks up data of vehicles and crew members on the electronic database of competent agencies to handle procedures for issuing permits to leave inland waterway ports for vessels. convenient;
+ The port authority only requires the person carrying out procedures to submit and present documents in cases where the database does not have data on the vehicle, crew, or driver or there is not enough electronic data to check. compare or fail to ensure the conditions of electronic documents and the person doing the procedures only needs to declare data for the first time about the vehicle and crew on the electronic software (chosen by the person doing the procedures). The port authority carries out the final procedures to check and compare the declared data with the original presented to resolve procedures for the vehicle to leave Vietnamese inland waterway ports or when there are changes. The database of crew members, vehicle drivers, and vehicles leaving Vietnamese inland waterway ports is kept on electronic software to serve as a database for subsequent procedures.
– Deadline for submitting or presenting documents not in the database: At least 02 hours, before the vehicle leaves the port and border gate. For passenger vehicles, this can be done right at the time the vehicle is about to leave the port and border gate.
– Responsibility for carrying out procedures of specialized state management agencies at inland waterway ports
+ The port authority is responsible for checking the documents specified in Clause 1 and Point a, Clause 2 of this Article; Take main responsibility and have the authority to make the final decision on the documents specified in Point a, Clause 1 of this Article in case state management agencies participate in the processing and have different opinions;
+ The customs authority is responsible for checking the documents specified in Clause 1, Point b, Clause 2 of this Article; Take main responsibility and have the authority to make the final decision on the documents specified in Point b, Clause 2 of this Article in case state management agencies participate in the processing and have different opinions;
+ The Border Guard at the border gate is responsible for checking the documents specified in Points a, b, c, Clause 1, Point c, Clause 2 of this Article; Take main responsibility and have the authority to make the final decision on the documents specified in Points b and c, Clause 1 of this Article in cases where state management agencies participate in the processing and have different opinions;
+ The plant quarantine agency is responsible for checking the documents specified in Point a, Clause 1 and Point d, Clause 2 of this Article. Point d, Clause 2 of this Article in cases where state management agencies participate in the handling and have different opinions;
+ The animal quarantine agency is responsible for checking the documents specified in Point a, Clause 1 and Point dd, Clause 2 of this Article. Point dd Clause 2 of this Article in case state management agencies participate in the handling and have different opinions;
+ The health quarantine agency is responsible for checking the documents specified in Point e, Clause 2 of this Article, and has the main responsibility and authority to make the final decision on the documents specified in Point e, Clause 2 of this Article. In case state management agencies participate in the process and have different opinions.
– Electronic licensing
+ At least 30 minutes from the time the check-in person completes the electronic declaration procedures and presents all required documents, based on feedback from relevant agencies and Port Authority. issue licenses for vehicles leaving inland waterway ports through electronic software;
+ In case a vehicle has been granted a permit to leave an inland waterway port but arrives at the border gate, the authorities at the border gate do not allow the vehicle to exit, the vehicle owner must be notified and clearly state the reason, agreeing to Immediately notify the Port Authority that issued the permit to leave the port.
