Procedures for granting technical safety and environmental protection quality certificates for imported motor vehicles (imported motor vehicle registration certificate) are specified in Circular 31/2011/TT-BGTVT, Circular 42/2018/TT-BGTVT and has just been revised at Circular 16/2022/TT-BGTVT.
Specifically, the procedures for granting certificates of technical safety quality and environmental protection for imported motor vehicles are regulated as follows:
* The order of execution:
– Importing organizations and individuals prepare 01 set of inspection registration documents according to Article 6 Circular 31/2011/TT-BGTVT and submit it to the Inspection Agency directly or through the postal system or through the online public service system.
– The inspection agency receives and checks the content of the inspection registration dossier and notifies the importing organization or individual of the results within 01 working day.
+ In case the inspection registration dossier is complete according to regulations, the inspection agency will confirm the inspection registration form.
+ In case the inspection registration dossier is not complete according to regulations, the inspection agency will return the dossier and instruct importing organizations and individuals to supplement and complete it again.
The inspection agency agrees with the importing organization and individual on the time and location of the inspection. The inspection time must not exceed 03 working days compared to the inspection request date of the importing organization or individual.
– The inspection agency conducts inspection of imported motor vehicles at the location agreed with the importing organization or individual and issues a Quality Inspection Exemption Notice or Quality Certificate or Failure Notice. quality as prescribed in Points a, b, c, Clause 1, Article 9 Circular 31/2011/TT-BGTVT.
* How to perform:
Importing organizations and individuals submit inspection registration documents directly to the Inspection Agency and receive quality certificates after paying fees and charges according to current regulations related to inspection and issuance of certificates. quality of imported motor vehicles.
* Time limit for resolution:
– For checking the inspection registration dossier and confirming the inspection registration form: within 01 working day;
– For issuance of quality certificates: within 04 working days from the date of completion of satisfactory motor vehicle inspection and receipt of complete documents as prescribed.
* How to receive results:
Importing organizations and individuals receive results in one of the following ways:
– Directly at the inspection agency's headquarters;
– Through the postal system;
– Through the online public service system.
