The order of execution |
Step 1: Before registering the customs transit declaration, the customs declarant chooses the form of single-journey guarantee or multiple-itinerary guarantee and submits a letter of guarantee from a credit institution or foreign bank branch. to the customs office where the declaration is registered. Step 2: The customs authority where the customs transit declaration is registered checks, monitors, and handles guarantees as follows: a) In case the guarantor meets the prescribed conditions and the letter of guarantee is valid, accept the letter of guarantee and update data through the ACTS System. The system automatically issues a guarantee reference number (abbreviated as GRN) for customs declarants to declare on the customs transit declaration; b) In case the guarantor does not meet the conditions prescribed in Clause 6, Article 24 of Decree No. 46/2020/ND-CP, the letter of guarantee is invalid as prescribed in Clause 5, Article 24 of Decree No. 46/2020/ND-CP, the customs authority notifies the customs declarant; c) In case of doubting the authenticity of the letter of guarantee or the guarantee is in the process of being used but no longer meets the prescribed conditions, the customs authority shall temporarily suspend and revoke the guarantee and issue a document to award the guarantee. Exchange with guarantor for verification. If the results of verifying the guarantee ID card are valid, the customs authority shall comply with the provisions in Point a of this Clause. If the result of verifying the guarantee ID card is invalid, the customs authority will cancel the guarantee according to the provisions of Article 28 of this Decree; d) In case the customs declarant requests to amend the guarantee information, the update and amendment can only be made before the customs authority of departure approves the customs transit declaration; Step 3: The ACTS system automatically issues a guarantee reference number for the customs declarant to declare on the customs transit declaration. |
