According to the Department of Information and Communications Industry, Resolution No. 23-NQ/TW dated March 22, 2018 of the Politburo on the orientation of building a national industrial development policy to 2030, with a vision to 2045, identifies the development of the information technology industry and the electronics industry as the main path and sets the goal that by 2030 these industries will reach the world's advanced level, meeting the requirements of the fourth industrial revolution to create a digital technology platform for other industries.
In recent years, the growth rate of the information and communication technology sector has increased from 6-9% per year and often exceeds the country's GDP growth rate. Specifically, in 2022, the revenue of the IT industry sector reached 148 billion USD; of which, software accounted for about 6 billion USD, electronic hardware was 135 billion USD, accounting for 17.8% of the entire industry. In terms of hardware, up to 99% of electronic and telecommunications equipment in use in Vietnam is imported from abroad. However, according to objective assessment, the above achievements are mainly contributed by the FDI enterprise sector. Vietnamese electronics enterprises still have many limitations in terms of scale and technology; the domestic market is mainly from imports or foreign brands. To promote the development of Vietnam's IT and electronics industry, the Government and the Ministry of Information and Communications have implemented the Make in Vietnam strategy with a focus on design, innovation and production in Vietnam.
Speaking at the opening of the workshop, Deputy Director in charge of the Department of Information and Communications Industry Nguyen Thien Nghia said that in order to resolve policy shortcomings and support the promotion of research, development and production of Vietnamese electronic hardware products, on December 31, 2022, the Ministry of Information and Communications issued Circular 25/2022/TT-BTT&TT defining imported raw materials, supplies and components exempted from import tax to directly serve the production of IT products, digital content and software. This is an important policy to support domestic enterprises in the production of IT products, resolving the gap between import tax on complete products being lower than import tax on raw materials, supplies and components.
In addition, to assess the difficulties and obstacles in implementing and disseminating policies on the import and export of raw materials, supplies and components for the production of IT products, digital content and software to support the production of enterprises, the Ministry of Information and Communications has directed the Department of Information Technology and Communications Industry to coordinate with relevant ministries, branches and the Vietnam Electronic Enterprises Association VEIA to organize a workshop on "Policies on import and export of raw materials, supplies, components and information technology products and dissemination of Circular 25/2022/TT-BTTTT dated December 31, 2022 of the Ministry of Information and Communications".
Mr. Nguyen Thien Nghia, Deputy Director in charge of the Department of Information Technology and Communications Industry, delivered the opening speech at the workshop.
Mr. Nguyen Thien Nghia also emphasized that the workshop is an opportunity for state management agencies and businesses to exchange and share policies, difficulties and obstacles in implementing import and export activities to find solutions to support businesses in implementing policies on import and export of IT products.
For the workshop to have a focused and effective exchange, the Deputy Director in charge of the Department of Information Technology and Communications Industry shared some important contents for the workshop to discuss, such as: The current situation of import and export activities of raw materials, supplies, components, and IT products of enterprises. Difficulties and obstacles in the process, documents, and procedures in the implementation of import policies; Solutions to support and promote production activities of IT enterprises; Demand for tax-free import of raw materials, supplies, components for production of enterprises; Policies and solutions to promote the development of supporting industries for the electronics sector; Policy on tax exemption for import of raw materials, supplies, components for production of IT, electronics, and IT products: demand, procedures and implementation instructions; Recommendations and proposals to the Ministry/Government to develop the electronics hardware industry...
At the workshop, delegates will also listen to presentations on the topic "Import tax exemption policy for raw materials, supplies and components directly serving the production of IT products" including: Dissemination of Circular 25/2022/TT-BTTTT of the Ministry of Information and Communications; Supporting industries for the electronics industry and support policies for supporting industries in Vietnam; Import and export activities of Vietnamese electronics enterprises; Import tax exemption for goods directly serving the production of IT products, digital content, and software from ministries, branches, associations and enterprises.
