Organizations and individuals that directly import scrap as raw production materials may only import scrap as raw production materials for their establishments in accordance with the designed capacity to produce products and goods.

Regarding transitional provisions, paper scrap with HS code 4707 90 00 is allowed to be imported from abroad according to the component environmental license (Certificate of eligibility for environmental protection in importing scrap as raw materials for products). export) that has been issued by a competent authority before June 1, 2023 can continue to import until the expiration of the component environmental license.

Plastic scraps and scraps with HS code 3915 90 00 that are allowed to be imported from abroad under the component environmental license or environmental license issued by the competent authority before June 1, 2023 are allowed to import from abroad. Continue import until the expiration date of the component environmental license or environmental license according to the corresponding HS codes specified in the List of scraps allowed to be imported from abroad as raw materials for production issued together with the Decision. Types of scrap that are allowed to be imported from abroad under a component environmental license or environmental license issued by a competent authority before June 1, 2023 have different names (but the HS code does not change) Compared with this Decision, imports may continue until the validity of the environmental license or component environmental license expires.

This Decision takes effect from June 1, 2023 and replaces Decision No. 28/2020/QD-TTg dated September 24, 2020 of the Prime Minister promulgating the List of scrap allowed to be imported from foreign countries as raw materials for production.

From June 1, 2023, the import of small granular slag (sand slag) from the iron or steel industry (with HS code 2618 00 00) as raw material for cement production will be carried out in accordance with the law. products and goods of construction materials.
