1. Concept of C/O form VJ
C/O form VJ is an important document used in import and export activities of goods and services between Vietnamese and Japanese businesses.

This form of certificate of origin is issued under the Trade Agreement between Vietnam and Japan, according to which when businesses carry out exchange and purchase and sale of goods, they will enjoy preferential tariffs according to existing commitments. in the VJEPA Agreement.
2. Application for C/O form VJ
To apply for C/O form VJ, traders need to fully prepare the following documents:
- The application for C/O form VJ has been completed completely and in accordance with regulations.
- Completely declared C/O Form VJ (including 1 original and 1 attached copy)
- The declaration has completed customs procedures. If there is no customs declaration, a copy of the customs declaration has not completed customs procedures and bill of lading (if not, related documents will be added). In case there is no customs declaration, the enterprise will be owed back but no more than 15 days from the date of issuance of C/O.
- Commercial invoice.

- Detailed calculation table of whether goods meet preferential or non-preferential origin criteria according to the Agreement.
- Invoice for purchase of raw materials and goods or customs declaration for import of raw materials and spare parts for domestic production of goods (if the enterprise imports raw materials from abroad).
- Goods production process.
- For traders issuing C/O for the first time, you will have to submit additional Trader Profile on the system.
- Other documents (License to export goods, Sales contract, samples of raw materials or exported goods...). Depending on each specific case, the C/O approval officer will give you specific advice.
3. Procedure for applying for C/O form VJ
Basically, the process of applying for C/O form VJ will be carried out according to the following steps:
Step 1: For traders applying for a C/O for the first time, you will access the C/O issuance management system of the Ministry of Industry and Trade at ecosys.gov.vn to register. Or you can submit paper documents directly at the headquarters of the organization competent to issue C/O.
Step 2: Traders apply for a C/O and accompanying documents directly at the C/O issuing organization or submit online at ecosys.gov.vn.
Step 3: The C/O issuing officer will check the documents and notify the trader. Depending on each dossier, there will be notification content as follows:
Step 4: The C/O issuing organization checks whether the dossier is valid and notifies the trader of one of the following:
- Valid C/O is accepted and a specific C/O payment time is given to the trader.
- If the documents are missing or invalid, the C/O applicant will have to supplement additional documents.
- Request to re-check documents (clearly state the content to be checked)
- Refuse to issue C/O if violations are detected (cases specified in Decree No. 31/2018/ND-CP)
- Request to re-inspect the production facility (stipulated in Clause 1, Article 28 of Decree No. 31/2018/ND-CP).
Step 5: The C/O issuer will check, enter data into the computer system and send it to the C/O issuer to sign.
Step 6: Competent officials will sign and issue C/O.
Step 7: The C/O issuing officer will stamp and return it to the trader.
