Resolution deadline 4.1. In case the submitted dossier is complete and valid, the General Department of Customs shall issue a Decision to recognize a customs supervision agent within 05 working days from the date of receipt of the dossier; 4.2. In case the submitted dossier is not valid, within 05 working days from the date of receiving the dossier, the General Department of Customs will issue a written notice of invalid content and request the enterprise to complete the dossier again. In case the submitted dossier is incomplete, within 03 working days from the date of receiving the dossier, the General Department of Customs will issue a written notice of missing dossier components and request the enterprise to submit additional dossiers (specify clearly missing documents). When an enterprise submits additional and complete documents, the General Department of Customs issues a Decision to recognize a Customs Supervision Agent within 03 working days from the date of receiving the additional documents. 4.3. After 30 days from the date the General Department of Customs issued the written notification, if the enterprise does not supplement or complete the dossier or has completed the dossier but still does not meet the regulations, the General Department of Customs may Written refusal (clearly stating the reason) in response to the business.

Requires implementation conditions – The warehouse and location according to the recognition documents submitted in the application for recognition as a Customs Supervision Agent must be within the management area of one of the Customs Departments of the province or city where the vehicle transports goods. of Chinese enterprises permitted to operate (import and export border gates, places of departure and arrival, departure and arrival terminals, routes and stops, places of loading and unloading goods) according to the provisions of the Road Transport Agreement Vietnam - China Ministry and related guiding documents. – Vietnamese enterprises that are Customs Supervision Agents in one of the cases specified below will not be recognized as Customs Supervision Agents within 02 years from the date the General Department of Customs issues a decision to terminate. According to regulations: + Within 12 months, customs supervision agents are determined to have committed more violations by competent authorities (Border Guard, Customs, Quarantine, Market Management, Police, Transport). One of the obligations is to provide information related to drivers, vehicles and goods carried out by Chinese enterprises on roads within Vietnamese territory to customs authorities; Obligation to notify information about the person of the Customs Supervision Agent who directly performs and is responsible for certifying on the Vehicle Supervision Customs Book and obligation to notify the customs authority that issues the Supervision Customs Book. Vehicles and transport vehicle driver's certificates are known and handled for violations of Chinese enterprises showing signs of violating Vietnamese law. + Customs supervision agents violate their obligations to implement decisions and requests of Vietnamese state management agencies in inspecting, supervising, and handling violations of transportation activities of Chinese enterprises. States within the territory of Vietnam according to regulations.
