According to Article 90 of Decree 58/2017/ND-CP Regulations on procedures for ships exiting the country are as follows:
(1) The person carrying out the procedures shall notify the ship to leave the seaport according to the provisions of Clause 2, Article 87 of this Decree.
(2) At least 02 hours before the ship leaves the port; For passenger ships and specialized ships, no later than the time the ship is expected to leave the port, the person carrying out the procedures shall submit and present the following papers and documents:
a) Documents to be submitted (original), 01 copy of each type, including (document samples are specified in the Appendix issued with this Decree):
– Submit to the Maritime Administration: General declaration according to Form No. 42, List of crew members (if changed compared to arrival) according to Form No. 47, List of passengers (if changed compared to arrival) according to Form No. 48, Declaration of dangerous goods (if any) according to Form No. 49;
– Submit to Border Guard: General declaration according to Form No. 42, List of crew members (if changed compared to arrival) according to Form No. 47, List of passengers (if changed compared to arrival) according to Form No. 48, Declaration of weapons and explosives (if any) according to Form No. 36 and Declaration of stowaways on board (if any) according to Form No. 34;
– Submit to border customs: General declaration according to Form No. 42, List of crew members (if changed compared to arrival) according to Form No. 47, Cargo declaration (if any) according to Form No. 43, Cargo declaration dangerous goods (if any) according to Form No. 49, Declaration of ship's reserves according to Form No. 50, Declaration of taxable, prohibited or restricted luggage of passengers, crew members, and stowaways (if any) ) according to Form No. 51.
Customs declaration procedures are not applied to luggage of passengers on foreign passenger ships arriving at the port and then leaving the port in the same trip;
– Submit to Health Quarantine: Medical declaration form, body, remains, ashes (if any) according to Form No. 33, Medical declaration form for medical microbiology samples, biological products, tissues, organs human body parts (if any) according to Form No. 14;
– Documents issued by specialized state management agencies to ships, crew and passengers for recovery.
b) Documents that must be presented (originals), including:
– Submit to the Maritime Port Authority: Ship's certificates if changed compared to arrival, Crew professional certificates (if changed compared to arrival), Crew book (if there is a change of crew member) , documents related to confirmation of payment of fees, charges, fines or payment of debts (if any) according to the provisions of law;
– Present to Border Guard: Passport or valid international travel documents of crew members and passengers;
– Medical Quarantine submission: International vaccination card of crew members and passengers (in case of departing from or passing through an epidemic area or suspected of having an infectious disease or agent), Quarantine certificate medical (if any changes), Certificate of exemption from ship cleaning treatment/Certificate of ship cleaning treatment (if any);
– Animal Quarantine Submission: Animal Quarantine Certificate (in case the next country of entry requires it).
(3) No later than 01 hour from the time the person carrying out the procedures has submitted and presented all the documents as prescribed in Clause 2 of this Article, specialized state management agencies shall carry out the procedures and immediately notify them. The Port Authority knows the results and the Port Authority issues a Port Leaving Permit to the ship according to Form No. 58 specified in the Appendix issued with this Decree; In case the Port Leaving Permit has not been issued, the notice must be notified and clearly stated the reason.
(4) In case a ship has been granted a permit to leave the port but remains at the port for more than 24 hours from the time the ship is allowed to leave the port, that ship must re-do the exit procedures as prescribed in this Article. .
