On the morning of April 10, 2023, in the capital Vientiane, Lao PDR, in the presence of General Secretary and President of the Lao PDR Thongloun Sisoulith and President of the Socialist Republic of Vietnam Vo Van Thuong, the Ministry Minister of Science and Technology of Vietnam Huynh Thanh Dat and Minister of Technology and Communications of Laos Boviengkham Vongdara signed a Memorandum of Understanding on cooperation in the field of technology and innovation between the Ministry of Science and Technology of Vietnam and the Ministry of Technology and Lao Media. The two memorandums of understanding were signed on the basis of respect for the principle of equality and mutual benefit; wishes to establish and strengthen cooperative relations in scientific research, application, development - technology transfer and innovation to contribute to the socio-economic development of the two countries.<\/p>\n

According to the Memorandum of Understanding on cooperation in the field of technology and innovation, the two sides will encourage and support cooperation including: policy development and cooperation in applied research, development - transfer of technology and innovation; develop human resources and improve capacity in technology transfer, technology assessment, appraisal and appraisal; Support application, development and technology transfer activities to promote innovative startups.<\/p>\n

The memorandum of understanding on cooperation in the field of science will encourage and support cooperation in scientific research and innovation, cooperation in training and capacity building for researchers and scientific managers; cooperate in developing and implementing funding and support programs of the Science and Technology Development Fund; Cooperate to promote the development of atomic energy applications for peaceful purposes.<\/p>\n

The signing of the two Memorandums of Cooperation mentioned above is especially important after the state management function of Laos' science and technology is restructured in 2021. Therefore, these cooperation agreements are the legal framework. for the two sides to continue to strengthen cooperation and especially create a mechanism for Vietnam to support Laos in the development of science, technology and innovation.\/.<\/p>\n
